St. Paul Lutheran Church is organized in such a way that, under the guidance of her pastors, authority, power to make binding decisions, and responsibility to keep the church running lie with the members. The primary vehicle for this is the Voters’ Assembly. It is impossible, especially with such a large membership, to conduct everything at the level of the Voters’ Assembly. St. Paul has, therefore, established different boards, committees, and organizations to help keep the church going.
