Board of Education (School)
Objective:
(From St. Paul's Church Constitution)
This Board
shall plan and administer the total education program of the congregation.
This Board shall determine policies, select personnel for the various agencies,
provide the necessary means and facilities for the agencies, and direct and
supervise the entire education program of the congregation. This shall be
accomplished as expressed in the Great Commission. (Matthew 28:19-20)
The Board of
Education (School Division) shall consist of seven (7) members. This board
shall be responsible for the operation of the Christian Day school and its
related programs. Each of the seven (7) members shall serve a three (3)
year term of office. Two (2) members shall be elected in year one of the
election cycle, two (2) members shall be elected in year two, and three (3)
members shall be elected in year three. A member shall not succeed
himself for an additional term. The Principal and one (1) Christian Day school
teacher shall be ex-officio members of this Board.
The Board of
Education (School Division) shall be responsible for the following:
- Prepare Call List for
Synodically-trained teachers
- Hire/Non-Renew Contract teachers
- Welfare of those teachers
- Curriculum/Programs/Books
- Classroom Order
- Pre-School
- Library
- Fire & Tornado Drills
- Lunch program
- Cafeteria Cooks
- School Secretaries
- Parent-Teacher-League
- Band Boosters
- Athletic Boosters
- Crusader Care
- Annual Fund
The Board of
Education (School) shall assume the following duties:
- Be responsible for the
Christian nurture of children, youth, and adults in the congregation and,
through them, in the community at large.
- Be concerned about the
spiritual, emotional and physical health and welfare of the Principal and
teaching staff, and their families.
- Delegate the
administration of educational agencies to qualified persons. Provide a
list of candidates when a vacancy exists in any of these agencies.
- Provide for the
professional growth of the education staff through conferences, conventions,
continuing education and the like, and request the necessary funds for this
in the yearly budget.
- Establish a system of
commendation for and recognition of faithful service by all persons involved
in the educational task of the congregation.
- Approve the curriculum and
analyze the performance of each educational agency and seek constant
improvement.
- Work with organizations
and other board and committees to coordinate educational activities within
the congregation
- Consider provisions for
educational opportunities for individuals with special needs.
- Strengthen families as
basic units of Christian education and closely relate congregational
agencies to the homes through parent-teacher organizations, parent-teacher
conferences and the like.
- Study and adopt or adapt
suggestions from the education departments of Synod, District, and Circuit.
- Establish and maintain, in
conjunction with other boards, a continuing program for the recruitment of
full-time workers in the church-at-large.
- Examine annually the
education facilities and equipment and make recommendations to the Board of
Trustees as to upkeep, repairs and replacements needed as well as new
equipment that is needed.
- Check the safety of
education and playground facilities, including steps, handrails, lights,
exits, and housekeeping practices.
- Recognize its fiduciary
obligation and responsibility to the congregation, and realize that the
financial resources and/or pupil enrollment may not always be able to
support the current school staff. Therefore, this Board shall bring a
motion before the Congregational Assembly indicating that a "reduction of
force" of Called staff is necessary. If the Congregational Assembly
approves such a motion, this Board shall develop and implement a plan
that shall determine which staff member(s) shall be released.
- Meet during the month of
June to re-organize for the coming year. All out-going and
newly-elected members shall be present to insure a continuity of programs
and activities.
- Elect one member to serve
as Chairman and one member to serve as Secretary.
The Chairman shall also serve as a member of the Parish
Planning Council. The Secretary shall keep a
permanent set of minutes of each meeting and such minutes shall be the
property of the congregation. A copy of the minutes shall also be
given to the President of the congregation.
- Elect one member to serve on the Board of Compensation.
- Establish job descriptions
and responsibilities for each member of this board.
- Submit an annual budget as
requested by the Parish Planning Council and the Financial Administrator.
- Request a financial review,
if necessary, from any organization, group or committee for which it is
responsible.
- Present a report of its
activities at each regular meeting of the Congregational Assembly.
